About Terminal Server, Citrix, Delphi and other stuff
Delphi 2010 crashed when starting, it was clear that this was happening when opening the welcome page.
Just before the crash an error message “Message from webpage, displayNotification: Out of memory” was displayed.
This post on the Embarcadero Developer Network which was one of the first hits in Google showed that the solution was to clear Internet Explorer’s Browsing History (Temporary Internet Files). This fixed it for me.

what should I do?
I simply cleared all cookies, history, cache, and internet files for both IE and Firefox … that worked for me.

I suspect, that it depends on IE Updates and security rules.
Rename the folder
1. Close RAD-Studio
2. rename folder
c:\program files (x86) \embarcadero\BDS\7.0\welcomepage to …\welcomepage_wrong
3. Start RAD-Studio
now you got an error message that the default page is not found, but – I could start the IDE – that is enough for working.

Thanks for this tip.
I had the same problem, repaired Delphi2010′s installation but that changed nothing.
On W8 Pro, clearing IE10′s cache fixed it just as you said.

Hello,
I had the same problem when installing “Delphi XE3″.
Even, delete it and install it again with the same result.
Finding this comment, I delete all history and cookies
from IE, and apparently now works fine.
